Interstate 11 – final Tier 1 Environmental Impact Statement (EIS)

The Federal Highway Administration (FHWA) and Arizona Department of Transportation (ADOT) are conducting the environmental review process for the Interstate 11 (I-11) Corridor from Nogales to Wickenburg, Arizona. An Alternatives Selection Report (ASR) and Tier 1 Environmental Impact Statement (EIS) were prepared as part of this process in accordance with the National Environmental Policy Act (NEPA) and other regulatory requirements. The FHWA is the Federal Lead Agency and ADOT is the Local Project Sponsor under NEPA.

We provided the management team for all the work associated with the I-11 Corridor (Nogales to Wickenburg), the Alternatives Selection Report and the Tier 1 EIS. The 280-mile segment of I-11 would be part of the larger north-west transportation corridor connecting Arizona and Nevada, and ultimately linking Canada and Mexico.

Our team transformed the final Tier 1 EIS PDF documentation for the project into an online, interactive and informative website. The site provides improved accessibility to the community and key project stakeholders that previously weren’t possible.

Our PlanEngage software provided the basis for the online interactive platform. The project site included:

  • 58 pages of interactive project information from the original EIS documentation including text, imagery and maps to explain to site visitors about the proposed project alternative options, show potential environmental consequences and outline mitigation measures.
  • Interactive GIS map pages showing project information in a highly visual and interactive way.
  • The ability for users to explore the GIS maps by zooming in and out, switching layers on and off and search for an address of interest.
